1 Corinthians 14:22-23

 22 Therefore tongues [languages] are for a sign, not to those who believe, but to those who do not believe, but prophesying is not for unbelievers, but for those who believe. [Paul wrote that tongues (languages) are for a sign to unbelievers; so, unless there are unbelievers present, no one should be speaking in tongues (languages); and if they are speaking in tongues with no unbelievers present, the tongues are not from the Holy Spirit because that would contradict the restriction in this verse, which restriction originated from the Holy Spirit. The Holy Spirit is not going to be supplying words, which violates its own command and guideline.]

 23 If therefore the whole church comes together into one place and all speak with tongues [languages], and those who are unlearned or unbelievers come in, will they not say that you are mad? [The Holy Spirit is not going to be supplying words that could result in the church being thought to be mad; so if there are many people speaking in tongues (languages) together, those tongues are not from the Holy Spirit, because as Paul wrote in verse 33, "For God is not the author of confusion, but of peace and order." The fact that Paul is chastising the Corinthians for doing exactly that, indicates that they were infected with false tongues, which have been common in pagan religions throughout the world, (see Footnote 1 below for two links).]
